Sphagnum teres
Plant noticeably golden. Fassicles with usually 3 spreading branches and 2 pendant. Capitula with curved or spreading branches, bud small.Branch leaves 1.5 mm long, hyaline cells with many large elliptic pores, green cells with very fine papillae; stem leaves hyaline cells not divided and without pores, about 2 mm long; Stems Red-brown.
This was found in a peatbog. It wasn't submerged but was just at the waterline of deep pool. There was a species of racomitrium that seemed to be associated with it.

Thanks Lenny, yeah this is a Sphagnum. I just got the answer: Sphagnum teres.
