Very distinct. Feeding on umbellifers on the edge of woods in sunlight. In all cases there two on each of the flower heads. Some solitary were avoiding them by hanging from the base of the umbellifer flowers. One of the insects seems to be missing the white tip. When I looked further I found an article on gasteruptiidae and named a very similar one as a carrot wasp - one of the picture shows a short ovipositor - could this be a male. All the other examples in other areas had white tips.
